西班牙國皇卡洛斯一世（Juan Carlos I）１０日在伊比利－美洲峰會（即包括西班牙、葡萄牙、另一歐洲國家安道爾，以及西語及葡語系美洲國家共２２個國家）上，在委內瑞拉總統查韋斯（Hugo Chavez）不斷打斷西班牙首相薩帕特羅（Jose Luis Rodriguez Zapatero）的發言下，用手指指著查韋斯，怒斥他：點解你唔收聲？！（?por que no te callas?／為何你不安靜？）

查韋斯峰會期間不斷指西班牙前首相阿斯納爾（Jose Maria Aznar Lopez）是法西斯主義者，而在爭論前亦不斷重覆同一論調。由於阿斯納爾是美國總統喬治布殊（George W. Bush）的盟友，支持攻伊，並在２００２年支持企圖推翻查韋斯的政變，因此二人向來不和。薩帕特羅為阿斯納爾辯護，強調阿斯納爾無論如何都是在民主機制下由西班牙人民選出來，希望其他國家能夠尊重。
查韋斯就在此時不斷打斷薩帕特羅的發言，坐在薩帕特羅的卡洛斯一世不久便用手指指著查韋斯，並說「你！」（tu，根據影片），爭論繼續下，卡洛斯一世更以十分清晰的聲音說：為何你不安靜下來？
其中，他是用tu，而非在正式場合中慣用的usted（您），顯然是無意禮貌對待查韋斯，或是以跟小朋友的口吻來對他說。根據其他影片，他不久後更離場，以示西班牙代表團不滿查韋斯的發言。
整體而言，外界頗能理解卡洛斯一世今次失儀，一來查韋斯今次舉動過份誇張，而且查韋斯在全球的形象不算太好（你可以說是西方主流傳媒的偏見，而若果今次他是大罵美國總統喬治布殊，效果可能不同，但今次跟他爭拗的是西班牙，而且同是左翼的薩帕特羅）。不過，有評論亦指出，今次峰會的其中一個背景，是部份拉美國家投訴西班牙大財團控制他們的經濟，剝削當地工人，而西班牙曾是他們的殖民宗主國，若稍一不慎，卡洛斯一世隨時會被指責以殖民主義眼光，把拉美國家看成是自己的殖民地。

I think it is a good principle and I strongly wish that should be a rule of conduct, because conduct gives essence to things, and you can disagree with everything respecting the rules, that is the principle in order to be respected.
I’m sure that all this committee and all Latin Americans want every democratic leaders (…) to be respected, today and tomorrow, although we have different beliefs.
